[Networkit] Interactive Documentation

In future versions of NetworKit, features will be described, documented and tested in the form of IPython Notebooks. Have a look at cython/Notebooks/NetworKit_UserGuide.ipynb in the Dev branch, which is going to be a beginner’s tutorial.

- users can interact with code examples and get to know the IPython Notebook interface
- notebooks serve as unit tests for workflows - if they are broken, it will show up when running the notebooks
