[Networkit] improved support for programmer lazyness

Hi NetworKit developers,

as you certainly know, the use of logging macros (like TRACE and DEBUG) within performance-critical loops is a popular way to make your code run slow. Good news: You do no longer have to remember to clean up after debugging like you did in the past (always and without fail, right?). So just leave them in, the compiler does the boring work now. 

If optimization level Opt is selected, all log levels below INFO are deactivated and their statements have zero cost. For the Python module, this is the default.
