[Networkit] problem with installing NetworKit

Hi,

one issue seems to be that SCons is installed for Python 3.4, however 
SCons does not support Python 3 yet. Therefore, SCons should be 
installed for Python 2.7 (or not at all since the setup script has the 
functionality to install NetworKit without SCons, however that 
functionality hasn't been tested under Windows yet). So that's the first 
thing your student should try. If it still doesn't work properly, your 
student can also contact me directly.
